Asset Management Plan & Policy

Asset management planning “is the process of making the best possible decisions regarding the building, operating, maintaining, renewing, replacing and disposing of infrastructure assets. The objective is to maximize benefits, manage risk, and provide satisfactory levels of service to the public in a sustainable manner”.

Improved municipal asset management planning is a vital step in Ontario’s Municipal Infrastructure Strategy. Municipalities have been required to demonstrate a progressively greater commitment to asset management in order to request infrastructure funding and guide them in making appropriate infrastructure investment decisions now and into the future.

The Town of Bradford West Gwillimbury will strive to reduce energy consumption through the wise use of energy and implementation of efficiency improvements. A collaborative effort to increase the awareness and understanding of energy management to reduce energy consumption without affecting the level of service to our customers and the general public.

Energy costs for electricity, natural gas, water and fuels continue to rise and the Town needs to create and follow an effective energy management plan to reduce energy consumption and greenhouse emissions and mitigate the impact of future cost escalation in delivering services to the community.

Diversity and Inclusiveness Action Plan

The BWG Leisure Centre Equity & Inclusiveness Review report was received by Council on May 4, 2021.

The death of George Floyd on May 25, 2020, in Minneapolis, Minnesota, ignited worldwide protests against the unjust treatment of Black men, women and children. The protests – including peaceful gatherings held in Bradford West Gwillimbury this past June, have spurred a global “call to action” to close the racial divide that has subjected the Black community to centuries of oppression and inequality.

In the summer of 2020, Council began working with members of local Black and People of Colour communities to share their views and experiences. This group has evolved into the Mayor’s Anti-Racism Advisory Panel, which advises the Mayor on the development, implementation and monitoring of Town policies, programs and initiatives that support anti-racism efforts in the municipality and beyond.

On September 1, 2020, Council of the Town of Bradford West Gwillimbury passed an anti-racism resolution (see below) through which Council committed to take a leadership role in the effort to end discrimination and racism.

The BWG Diversity and Inclusiveness Action Plan is the first step towards delivering upon that commitment. It sets out a number of actions that will drive us towards a better future for the Black and racialized members of our town. In time, the scope of the plan will be expanded to address the plight of all marginalized communities such that the Town’s diversity will truly be embraced and all will have an equal opportunity to fulfill their dreams.

Town of Bradford West Gwillimbury Anti-racism Resolution

WHEREAS, the Town of Bradford West Gwillimbury strives to be a vibrant and welcoming town, where all people feel welcome, included, secure and safe;

WHEREAS, despite federal laws that prohibit unjust treatment, oppression, and racism against those who identify as Black, Indigenous, and People of Colour, council acknowledges that systemic racism exists and persists in every community and institution in Canada, including Bradford West Gwillimbury;

WHEREAS, council is committed to anti-racism and acknowledges that it must take a leadership role, along with other community partners and public agencies, in the effort to end discrimination and racism;

NOW THEREFORE BE IT RESOLVED THAT Council of the Town of Bradford West Gwillimbury unequivocally states that Black Lives Matter and that the Town is committed to developing a Diversity and Inclusiveness Action Plan beginning with training for council, committee members, and employees for anti-racism, antioppression, diversity and inclusion. In developing the Action Plan, council will engage and consult with the Black, Indigenous, and People of Colour communities of BWG and beyond.

Fire Master Plan

The Town of Bradford West Gwillimbury initiated this Fire Master Plan (FMP) study as part of its comprehensive long-term community planning process to guide Bradford West Gwillimbury Fire and Emergency Services (BWGFES) through the next 10-20 years of growth. Completion of the FMP recognizes the continued commitment of the Town and Council to provide the highest level of services and programs to the community in the most cost-effective and efficient manner.

Leisure Services Master Plan

The Leisure Services Master Plan defines BWG's parks and recreational needs to the year 2026, guiding the necessary decisions required to support investments and action plans over the next ten years. A Vision and Guiding Principles have been crafted to guide the Master Plan and accordingly the two Divisions responsible to implementing it, namely BWG's Recreation Division, and Parks and Property Division.

The South Simcoe Community Safety and Well-Being (CSWB) Plan lays the foundation for the towns of Bradford West Gwillimbury and Innisfil and South Simcoe Police Service to tackle tough social issues at the individual and community level over four years (2021-2025).
